During this two year project Western MassCOSH worked initially with the Cosmetology Department Roger L. Putnam Vocational School in Springfield to incorporate awareness and toxics use reduction training into the current curriculum for hair and nail care. Teachers and students were trained in identifying chemical hazards, choosing less toxic alternatives, and incorporating pollution prevention practices into daily practices. Building on the 1999-2000 Healthy Hair Campaign TURN project in Boston, this project continued to raise awareness about toxic chemicals in hair dyes, hair relaxers, permanents, hairsprays, bleaches, disinfectants, nail sculpting and manicuring products. End products consisted of a curriculum, reference materials, and a self-inspection checklist.

The second year of this project focused refining and expanding the training program to three additional schools and train additional Western MassCOSH staff. The goal was to raise awareness among cosmetology teachers and students, vocational safety and health staff, cosmetology professionals, and the Coalition for Occupational Safety and Health's staff of the hazards associated with hair and nail care and to provide tools to reduce those hazards. Western MassCOSH conducted a "train-the-trainer" program at three Vocational Cosmetology Departments. The training materials were presented at four statewide trainings of Health Officers and at the annual Vocational School Conference. They will also be used in the future to raise awareness among the Board of Cosmetology.

  • Summary - what they would change
    • Want alternative product information; do not have time to research.
    • Want information on specific chemical hazards.
    • Felt that the slides duplicated some of the information in their textbook. They wanted a focus on the health and safety that was simplified and not integrated into the Milady's information for the teacher part of the training. We explained that the program was designed this way so that the teachers could use the program materials to teach in the same order, content and format as the text with the toxics information built right into it. Also, the first three trainings are the chemical form, hazard, and health and safety overview. The five presentations on salon processes are designed more for use with the students.
    • One school said to shorten training. The inherent issue here was that they received the trainings in three huge blocks instead of shorter sessions. This scheduling contributed to the problem.
  • Other suggestions:
    • Should do training for several schools at once.
    • Condense 2-page outline of OSHA rights and MSDSs to a one-page handout for the students.
    • Provide a list of alternative products.

Beyond TURN

Participating schools will continue to integrate the program into their curriculum and other management activities. A summary of how they will integrate the information is as follows:

  • Use slide presentations as is
  • Will use slide presentations for Junior and Senior classes.
  • Use the pH scale.
  • Use LOPH handouts.
  • Use the DPH video.
  • Western MassCOSH plans to collaborate in a training program in Somerville with a small non-profit and MassCOSH to train teens on the cosmetology issues for them to go out to the salons and educate them. Western MassCOSH plans to make this program available to other Cosmetology Departments on a fee basis if funding is not obtained.
  • Western MassCOSH will continue to use the information for articles in the Western MassCOSH newsletter.
  • Health Agents now have information on issues to be addressed in their Nail Salon inspections.
  • Division of Occupational Safety (DOS) has the nail presentation to use in training the Board of Cosmetology.
  • MassCOSH will continue to make this information available to schools in which they provide services. They also work with Haitian immigrant population who are major providers of Salon services and will be able to disseminate this information to them.
  • A one-hour overview training of issues in the salon was provided by Western MassCOSH as an addition to this program and will continue to be made available to students.
