In 1996 MassCOSH, a non-profit organization which works closely with labor unions and workers in workplaces to provide advocacy and training for a safe and healthy workplace, worked in a partnership with its sister organization, Western MassCOSH, to develop a manual on Toxics Use Reduction for Massachusetts labor unions. This manual was designed to introduce TUR to labor unions and to help develop strategies to use TUR to clean up workplaces while protecting jobs, improving job quality and building the strength of unions. MassCOSH and Western MassCOSH presented the contents of the manual to central labor councils throughout the state in preparation for the design of a TUR-based curriculum for use by both workers and unions.
