Toxics Use Reduction Act Amendments of 2006
The first changes in the TURAct since it was passed in 1989 were enacted in July, 2006. The bill was the result of a consensus process among many different Massachusetts stakeholders, and was passed unanimously by the House and Senate. The bill’s provisions include: allowing the program to focus increased attention on higher hazard substances, allowing more flexibility in facility planning, and revising the production unit level reporting requirements. This plenary session will provide an overview for planners of these and other new provisions in TURA.

A: Surface Cleaning: Process of Changing
This session will cover the basics of alternatives assessment for cleaning processes. Topics will include: using environmental indicators and material safety data sheets (MSDSs) to identify chemical hazards associated with cleaners and solvents; basic chemistry of aqueous cleaners; the testing parameters of TACT (time, agitation, concentration and temperature); soil and surface types; and cleaning equipment.B: New Technologies and On Site Renewable Energy
This session will include highlights of several new technical applications and efforts and an in depth presen tation on Renewable Energy for Businesses. The highlights include:

A Model With ResultsThis session will provide an overview of a consortia model that fosters collaboration between government, industry, and academia partners to address industry-wide challenges. An example will be presented of a consortium formed for the electronics industry to address the challenges of lead-free electronics assembly. A breakout activity will be conducted to identify potential consortia opportunities for other industries.

D: Innovations in Cleaning: New Chemistries and Technologies
This session will cover the latest developments in cleaning technology, including: application of green chemistry principles and sustainable businesses practices; the role of environmental management systems (EMSs) and continuous improvement; total cost accounting and life cycle analysis; the federal biobased mandate; Europe’s Precautionary Principle and global green labeling initiatives.E: Measuring Progress, or “Who Stole My BRI?”
How do you measure TUR progress at your facility? This session will cover a range of possible facility metrics, as well as upcoming changes in TURA requirements for production unit level reporting. How does the TURA Program use what you report to measure the state’s progress? The session will also provide an overview of how the TURA data is used to measure state-wide progress.
F : Nanotechnology: Challenges and Opportunities
In this session we will provide the latest information on potential impacts on human and environmental health and safety associated with the manufacture and processing of nanomaterials.Topics in this session will include: on-going research at UML on occupational exposure during nanomaterial processing, as well as current research into health effects associated with various nanomaterials, innovative uses of nanomaterials as new technologies to replace traditional toxic products, and research into the use of nanospheres as a drug delivery system.
