Pollution Prevention/Source Reduction and Occupational Safety and Health
Activities of OSHA's Senior Policy Advisor on Chemical Exposure Prevention (SPACEP) in an IPA Agreement with the Commonwealth of Massachusetts
University of Massachusetts Lowell
Prepared by Rafael Moure-Eraso, Ph.D., CIH, OSHA SPACEP
Final Project Report
Objective
The objective of the project was to introduce and formulate the concept of Pollution Prevention as a major policy option of DOL/OSHA for the primary prevention of chemical exposures (including chronic health effects and acute events) in the work environemnt. In particular, all EPA pollution prevention strategies were considered as exceptional opportunities for occupational health interventions. Pollution Prevention interventions were presented as truly primary prevention occupational activities. Part of the SPACEP activities was to prove the contention that the absence of occupational health activities in EPA Pollution Prevention is not only a lost opportunity for coordinated primary prevention activities, but also a dangerous marginalization of occupational health in the changing process of US industrialization.
