Resource Conservation

Resource Conservation Planning is an opportunity for TURA filers to identify other source reduction opportunities that would produce environmental and health benefits, while improving their competitive business position.

“Resource conservation” is defined by statute (MGL c. 21I Section 2) as “an action that decreases the use or consumption of a natural asset such as water, energy, or raw materials, or increases the efficiency of the use of the asset, without increasing the risk to the public, including workers and consumers, or the environment and without increasing the amount of the waste generated”.

TURA filers may choose one or more of the following categories of natural assets for resource conservation planning.

Non-TURA and Below-threshold Chemicals

  Resource conservation planning for Non-TURA and Below-threshold Chemicals closely follows Toxics Use Reduction (TUR) planning, except that it focuses on chemicals not already subject to TUR planning. This option allows companies to identify toxic substances that the facility uses in its processes that are not currently required to plan for toxic use reduction under the Toxics Use Reduction Act (TURA). Toxics in Articles and Products

  Resource conservation planning for toxics in articles and products allows certain Massachusetts TURA filers to focus on reducing toxics in articles used at the facility and in articles used by the facility in its manufacturing processes.
