Government Agency Training

The Institute has worked with management and staff of several state environmental agencies on multi-year projects aimed at helping the agencies incorporate pollution prevention into their standard operations and decision-making processes.

P2 Integration Training Curriculum for Environmental Agency Staff.

Delivered in nine training modules, this curriculum provides methods for inspectors, enforcement personnel, permitters, and regulatory policy developers to enhance their ability to promote pollution prevention (P2) and innovative P2 technologies through their job function. In addition to providing a solid foundation in basic cross-media, regulatory, and pollution prevention information and concepts, the curriculum seeks to reinforce skills and knowledge to help environmental professionals meet new challenges. The nine training modules are divided into five tiers, including:

  1. Multi-Media Cross Training: Curriculum Foundation
  2. Industrial Process Sector Innovative Technologies Courses (electroplating and surface finishing, surface coatings, garment cleaning)
  3. Enhanced Communication Courses (making teams work, increasing the effectiveness of multimedia teams)
  4. P2 in the Job Function Courses (regulatory enforcement, regulatory and policy development)
  5. Information Access for Continuous Learning.

Each of the nine modules can be customized to fit individual agency needs. The set of materials for Module 1 includes a guide for developing a cross-training program for environmental regulatory staff. For each of the other eight modules, the materials include model instructor guides and participant workbooks.
This curriculum was designed and developed by the Institute in collaboration with the Massachusetts Department of Environmental Protection (DEP) and the Northeast Waste Management Officials Association (NEWMOA) under a grant from the U.S. Environmental Protection Agency. It was piloted in 1998 with DEP staff.
