TUR Planning


Toxics Use Reduction (TUR) Planning is a fundamental form of pollution prevention that focuses on industrial activities to promote safer and cleaner production and to enhance economic viability. For training on TUR see the Institute's Training programs.

Through TUR Planning, companies in Massachusetts have reduced their toxic waste by 40% since 1989. Although allowed to set their own goals, companies are finding the rewards in savings and in the marketplace from making progress in TUR.

Planning Requirements

Regulated companies must file a Form S with the State, which can now be done online. Activities described below are either required by the TURA regulations (310 CMR ยง 50.40 et seq) and some are recommended in the "Planning Guidance" (MA DEP, 2005) or in the Toxics Use Reduction Planner Curriculum (MA TURI, 2007).

Companies must have a policy that encourages TUR, and must do TUR planning. To accomplish this, planning teams as created and the workforce engages in analyzing production processes, conducting materials accounting programs, auditing health and environmental regulations, and identifying TUR options. In-house or consulting TUR Planners, trained in the planning process and technically qualified, are recommended to shepherd the creation of TUR plans.
