Throughout the last several decades, it has become apparent that cleanup and mitigation efforts do not match the pace of waste and hazardous chemical creation. The TUR framework came about to augment existing environmental regulations and bring focus to reducing the use of toxic chemicals and associated creation of toxic wastes at the source.
Under TURA, eligible companies in Massachusetts must complete a toxics use reduction plan where they characterize their manufacturing process, identify strategies to reduce their dependence on toxic chemicals, and evaluate these strategies for their technical and economic feasibility.
The TUR planning process is designed to be flexible and to align with a facility’s existing business planning practices as much as possible. TUR planning goes beyond worker health and environmental impact, and can help a company identify inefficiencies, avoid risks such as litigation and cleanup costs, and build resiliency in a changing regulatory landscape.
