Why TUR Planning Matters

Since 1990, companies in Massachusetts using large quantities of toxic chemicals have been required to conduct toxics use reduction (TUR) planning, a structured process to identify safer, affordable, and effective alternatives to hazardous substances.

TUR planners are essential to the success of this process. All plans must be reviewed and signed by a certified planner, making this certification a gateway to meaningful environmental and public health work.

To become certified, most eligible professionals must complete this course and pass an exam administered by the Massachusetts Department of Environmental Protection. The Toxics Use Reduction Institute (TURI) at UMass Lowell has offered this training since TUR planning began, with instructors drawn from experienced veteran planners and field practitioners.

How the Course Unfolds

  • Kickoff Meeting
    • August 18, 2026 from 3:00 – 4:30 PM
    • Welcome session via Zoom. Meet the instructors, get oriented to the course platform, and prepare for your self-paced learning journey.’
  • Online Course Modules
    • August 18 – September 29, 2026
    • Six weeks of thorough coverage of TUR theory and Massachusetts regulations at your own pace. All coursework must be completed before the first in-person class on September 29.
  • In-Person Classes
    • September 29, October 6, 13 and 27
    • A full day of instruction at TURI. Practice critical TUR skills, hear from veteran planners, deepen your understanding, and complete the practicum in collaboration with peers.
  • TUR Planner Exam
    • Early December, date TBD
    • Participants take the TUR planner certification exam administered by the Massachusetts Department of Environmental Protection. Successful completion leads to full TUR planner certification.
