About This Conference

Purpose: This event is specially designed for the certified Toxics Use Reduction Planner seeking to earn credits toward the continuing education requirement for certification. The conference will provide opportunities to learn from presentations and other TUR Planner successes and challenges. The Conference is also open to others interested in the issues of toxics research, pollution prevention and cleaner production.

Keynote Speaker

Brian Symmes, of EPA’s Office of Pollution Prevention and Toxics/Office of Chemical Safety and Pollution Prevention, will provide an overview of the Toxic Substances Control Act reform process, including specific actions underway to enhance the existing law.

10:00 to Noon Concurrent Morning Sessions A, B, or C (Choose One):

Session A: Success Stories in Solvent Substitution for Cleaning Operations - Companies across all manufacturing industry sectors face issues with cleaning parts and equipment. We’ll hear from two companies discussing their approach to TUR in their cleaning operations. Allegro Microsystems will present information on their R&D efforts to understand the chemistry of cleaning, process changes they have made, and tips from their chemist on approaching cleaning processes in a less toxic way. PerkinElmer will discuss its switch from a chemical and resource intensive cleaning system to a benchtop alternative that has a higher throughput while still meeting military specifications. We will also hear from MassDEP about the new cold cleaning regulations and potential alternative cleaning options.

Session B: Energy Conservation and Management - Tools and Opportunities - The positive impacts of reduced energy consumption go beyond cost savings to include environmental benefits, such as greenhouse gas and carbon footprint reduction. Ocean State Energy Resources will provide a broad overview of energy conservation and management planning tools for industrial facilities, including utility procurement options, survey and audit techniques, energy measurement and verification, load management, demand side management, and utility energy efficiency incentives. National Grid and NSTAR will describe the online load management tools they offer that allow facilities to monitor and manage their usage of electricity. Finally, PerkinElmer will present a case study of energy conservation activities and improvements they have implemented at their Salem facility, including lighting upgrades, use of VFDs, load management techniques, participation in the ISO New England demand response program, and implementation of a plant-wide remote accessible energy management system.

Session C: Successful TUR Planning - the Analog Devices Story - What are some good practices and lessons learned from seasoned TUR planners? With expert guidance and hands-on activities from Capaccio Environmental Engineering, participants will improve their techniques for brainstorming facilitation, assessing alternatives, introducing and reporting new materials, tracking and monitoring flows, integrating with company management systems, and other topics. Case stories will feature Analog Devices, an actively expanding semiconductor company known for excellence in TUR planning, which will provide special lessons and grounded insights. Recommended for new TUR Planners.

12:45 to 2:15 Concurrent Early Afternoon Sessions D, E, or F (Choose One)

Session D: Industry Innovations in Water Conservation - Implementing water conservation techniques throughout a facility can add up to significant cost savings for companies. Speakers in this session will share an array of water use reduction opportunities and information on specific techniques being used in manufacturing. Participants will learn about water auditing, including identification of conservation benefits and costs, and the technical aspects of implementing options identified through this process. Participants will have an opportunity to share their own facility stories on water use challenges and on their water conservation successes. Please come prepared with an estimate of your facility’s water use and costs for hands-on activities in this session. Resource conservation credits

Session E: TUR Options Assessments: Tools that Planners Can Use - A key component of toxics use reduction planning is the identification and assessment of viable options to the use of toxic chemicals. TUR Planners will learn about specific tools they can use to identify safer alternatives to their use of toxic chemicals. These tools include TURI-developed tools like P2OASys and the alternatives assessment process, European Union tools like the Column Model and the Substitution Portal, and hazard analysis tools like the Green Screen. This overview session is recommended for people considering attending Session H, which will focus on the use of the Green Screen. Recommended for new TUR Planners .

Session F: Regulatory Updates: Energy, Water, and Toxics - Speakers from EPA Region 1 and MassDEP will provide updates on new and emerging regulations that may affect Massachusetts companies, including the Global Warming Solutions Act, Maximum Achievable Control Technology (MACT) standards for boilers and process heaters, and new stormwater regulations. In addition, TURI staff will provide a brief update on current activities of the TURA Administrative Council.

2:30 to 4:00 Concurrent Late Afternoon Sessions G, H, or I (Choose One)

Session G: Electronics Industry Responding to Regulatory and Market Challenges - Massachusetts manufacturers from various industry segments are responding to new regulations and restrictions that address hazardous substances in their products. This session focuses on these challenges for companies in the electronics industry and supply chain. The session will include two presentations and a panel discussion comprised of company representatives across the electronics supply chain. The lessons learned from this industry sector can be applied to other industry sectors.

Session H: The Green Screen for Safer Chemicals: The Green Screen for Safer Chemicals: A Hands-On Intensive - As companies move away from the use of chemicals that are restricted by customer, state, federal and/or international requirements, they need to determine if the alternatives they identify are safer. Will a substitution take you from the frying pan and throw you into the fire? The Green Screen for Safer Chemicals is a method for evaluating chemicals based on their inherent hazards. It is being used by companies like Hewlett-Packard to identify safer alternatives to chemicals of concern. Participants in this session will work with specific chemical hazard information to identify safer alternatives to chemicals currently used in manufacturing, and will work together to interpret their results using the Green Screen. Participants in this session are encouraged to also attend Session E, which will provide an important introduction to the Green Screen.

Session I: New Initiatives at EPA: Chemical Action Plans - Brian Symmes of EPA’s of EPA’s Office of Pollution Prevention and Toxics will provide an introduction to EPA’s approach to developing Chemical Action Plans for chemicals of concern. EPA has completed Chemical Action Plans for short-chained chlorinated paraffins, phthalates, PBDEs, PFCs, NPEs, HBCD, Bisphenol A, and benzidine dyes, and is currently developing plans for diisocyanates and siloxanes. Session participants will have the opportunity to review and discuss individual Chemical Action Plans in depth.

CREDIT: Attendance will be tracked to assure that planners receive a certificate of completion for sessions attended. As a jointly sponsored TURA event DEP has approved this event for double credits making attendance for a full day worth 12 credits. These credits may be used to apply to DEP for recertification.

*Please note: if you are attending Session B and/or Session D to fulfill your Resource Conservation credit requirements the credits for these sessions will not be doubled.

FEES: The registration fee includes conference materials, breaks and lunch. Full day fee is $225.00 for TURA filers . Full day fee is $250.00 for non- TURA filers. Half day fee is $150.00 and includes lunch
