Welcome and Introductions

January Meeting Minutes
Minutes from the January 29th meeting were approved.

Program updates
Heather and Mike updated on the Advisory Committee and Administrative Council meetings. The Advisory Committee has seen the TURI recommendation for the reported CERCLA chemicals and the Administrative Council will see the recommendation in April. Also, the Higher Hazard Substance recommendation for PERC has been seen by both groups and is awaiting further information.

Complete Review of Non-Reported CERCLA-only chemicals

Uncategorized chemicals
Uncategorized Group (labeled as COR) - The first group considered was the group of chemicals that did not fit in any category. These chemicals were for the most part considered on an individual basis:
The following chemicals were requested to be moved to Pesticide group:

  • 103-85-5; Phenylthiourea:
  • 13560-99-1; 2,4,5-T salts:
  • 136-30-1; Carbamodithioic acid, dibutyl, sodium salt:
  • 319-85-7; beta-BHC (beta-Hexachlorocyclohexane):

Two chemicals were identified as requiring further information:

  • 1338-24-5; Naphthenic acid: Noted as similar toxicity to naphthalenes, some evidence of aquatic toxicity. Move to pesticides.
  • 1634-02-2; Thioperoxydicarbonicdiamid, tetrabutyl: Request for PBT profiler data to be confirmed as Chronic Fish ChV value is remarkably low.

Chemicals to retain:

  • 7719-12-2; Phosphorous trichloride: suspected neurotoxicity, dissociation to phosgene
  • 10544-72-6; Nitrogen dioxide: based on previous decision to retain NO2 (different CAS)
  • 110-75-8; 2-Chloroethyl vinyl ether:
  • 12771-08-3; Sulfur monochloride: TLV ceiling 1ppm - irritant.
  • 1338-23-4; Methyl ethyl ketone peroxide: developmental /reproductive toxicant, mutagen
  • 142-28-9; 1,3-Dichloropropane: mutagen
  • 26638-19-7; Dichloropropane: mutagen
  • 26952-23-8; Dichloropropene: potential carcinogen
  • 353-50-4; Carbonic difluoride: low TLV
  • 506-96-7; Acetyl bromide: could degrade to bromide, very high persistence in air

Chemicals without CAS numbers:
The next group of chemicals discussed was the category chemicals without CAS numbers.
Four Categories were identified as requiring further information:

  • Glycol Ethers
  • Haloethers
  • Halomethanes
  • DDET

The remaining chemical categories in this group were voted to retain, most of which based on their IARC rating. Chlorinated Napthalenes were retained due to their high persistence, BCF and low ChV. Endosulfan and metabolites were retained due to high persistence.

Aroclors:
All six of the chemicals in the arochlor category (PCBs) were unanimously voted to retain.

Banned or Severely Restricted Pesticides:
The Board had previously voted to retain any banned or severely restricted pesticides. TURI presented information regarding banning/restriction for these additional pesticides. All twenty-eight of these chemicals were unanimously voted to retain.

Remaining Pesticides:
The following chemicals were voted to retain:
Unclassified: All except 30558-43-1 & 51026-28-9.
Carbamates: All except 39196-18-4.
Amines: 74-89-5; Methanamine
Botanicals (Pyrethrins): All (3) chemicals.
Phenols:
131-89-5; 2-Cyclohexyl-4, 6-dinitrophenol
2631-37-0; Phenol, 3-methyl-5-(1-methylethyl)-, methyl carbamate
64-00-6; Phenol 3-(1-methylethyl)-, methyl carbamate (m-Cumenyl methyl carbamate)
Phosphates group: All (4) chemicals
Naphthalenes group: Both chemicals
Benzene related compounds group: Both chemicals

Amyl & Butyl Acetates:
Several Amyl and Butyl acetates were voted on with the set of reported chemicals. Several additional Amyl and Butyl acetates were included in the set of non-reported chemicals. In reviewing the non-reported Amyl and Butyl acetates it was noted that most were listed as neurotoxic when the reported ones were not. Since they are chemically similar, their neurotoxicity should also be similar. It was decided to review these chemicals as a group. Additional information was provided on these chemicals, yet more is still needed before a decision can be made. More information about related to CNS Solvent Syndrome will be provided.

Sodium Phosphates:
The Board at a previous meeting had voted to take no action on 9 sodium phosphates as there is no direct human health or environmental impact. However, questions were raised about the secondary environmental effects of sodium phosphates, primarily their contribution to eutrification of lakes and other bodies of water. The Board felt this was a serious environmental issue and voted to retain these sodium phosphates 5 in favor, 1 abstaining.

Dodecylbenzene sulfonates:
These three chemicals were voted to retain based on previous decisions to retain similar chemicals.
