Welcome and Introductions

March Meeting Minutes:
Minutes from the March meeting were approved as written.

Program updates:
The Statehouse Event is June 10th.

Complete Review of Non-Reported CERCLA-only chemicals:

The final group of CERCLA-only chemicals were reviewed. This group consisted of:

  • two chemicals which have been reported but were missed when the reported chemicals were reviewed
  • some chemicals that were previously discussed but not decided on, and
  • several chemical categories.

Reported Chemicals:
Phosphoric Acid: Stronger acid, caustic mist. There is a likelihood of misting in the workplace. Used for phosphating in metal finishing - policy issue: can't replace. It is more mobile with water. Retain, but look into whether there is a safe level as with acetic acid.

Diethylphthalate: There is a lot of data showing reproductive/developmental toxicity but there is conflicting data as well. Some members do not agree with the Swan study. There was discussion regarding the possibility of one or two bad studies being perpetuated. Members would like to further review the relevant studies. This will be put on the agenda for the September meeting.

Previously Discussed Chemicals:
12 of the chemicals on the list are IARC 1,2, or 3. To be consistent with past decisions these chemicals were retained. These chemicals are: Carbomodithioic acid ( 95-06-7), N-Nitroso-N-methylurethane, Phenacetin, Uracil mustard, Glycidylaldehyde, Isoprene, Fluorene, Antu, o-Nitrotoluene, p-nitrotoluene, ethyl methanesulfonate, and trichloro acetaldehyde.

Thioperoxydicarbonicdiamid, tetrabutyl: Request for PBT profiler data to be confirmed as Chronic Fish ChV value is remarkably low. Retain pending EPA verification.

Acenapthalene: 16 EPA priority pollutants - EPA identifies ones they can isolate. Should be two groups: carcinogenic PAH's and noncarcinogenic PAH's. In ashphalt, #2 fuel oil, less in #6. 2-3% in diesel. Low toxicity based on hazard. Mutagenicity data insufficient. Unanimous vote for no action.

2,4,5-T amines, salts, esters, acid and 2,4,5-TP:
Precursor to dioxin and external energy can change state. Some are banned in some states. Motion to retain all 8.

DDET: Motion to retain based on sediment/ChV assuming PBT profiler is correct.

Phenylthiourea: Dissociate or cleave into Urea. Urea is toxic to fish. Oral rat LD50 is 3 mg/kg. Retain assuming correct LD50.

Naphthenic acid: Noted as similar toxicity to naphthalenes, some evidence of aquatic toxicity. Retain due to similarity to naphthalene.

Benzoic acid physostigminesalicylate: Drug used in very small quantities. Retain based on science - however policy analysis should consider small volume medical use.

Chemical Categories:

  • Glycol Ethers
  • Haloethers
  • Halomethanes
  • Phthalate Esters

These CERCLA chemical categories are categories that have some but not full overlap with TRI. There is considerable variation in toxicity and health information for the chemicals within these categories. The SAB would like to consider these chemicals further when individual information has been collected. There was a unanimous vote to retain these categories as they currently are for the time being.
